Letter from Homes England
I am getting in touch to let you know that Homes England has today submitted its outline planning application for development at Chalgrove Airfield today.
I have attached a summary document which sets out Homes England’s plans for a new community at Chalgrove Airfield. The submission of an outline planning application is the next stage of Homes England’s commitment to create a high quality, sustainable and vibrant community at Chalgrove Airfield – helping to address South Oxfordshire’s acute housing supply and affordability issues. The planning application will be made available via South Oxfordshire District Council’s planning register following its validation.
The planning application has been shaped by Homes England’s extensive engagement and consultation with stakeholders – including local residents, South Oxfordshire District Council, Oxfordshire County Council and local parishes – which started in 2016 when the site was acquired. We will continue to engage the local community as we seek to deliver our proposals.
Homes England’s proposals are for a 21st century market town which will provide new homes on previously developed land that is in public ownership, alongside significant investment in onsite and offsite infrastructure on a site which is outside the Green Belt. The plans promote sustainable development and respond to the challenges of climate change.
Homes England is seeking consent for up to 3,000 new homes (including 40 per cent affordable), new community services, two primary schools, a secondary school and sixth form college, as well as health provision, new employment floorspace, access to improved public transport and new pedestrian and cycle connections. The proposals also safeguard the continued operation of Martin-Baker Ltd from the site.
Homes England is continuing to progress its plans for bypasses around
Chiselhampton/Stadhampton and Cuxham, which it has committed to funding and delivering as part of the development proposals. They will be submitted as a separate planning application(s) later this year. A report is now available on the project website mentioned below, which provides an update on Homes England’s preferred bypass routes at Stadhampton/Chiselhampton and Cuxham, to support development at Chalgrove Airfield. The report summarises feedback received to date, outlines how Homes England has responded or intends to respond to this feedback and sets out how they are looking to progress the bypass alignments to a more detailed design stage.
